The murder of Tracy Andrus’ 37-year-old daughter, Heather Mouton still haunts him.
“I couldn’t talk. I was just speechless, when she got the restraining order it was like on a Wednesday. By Friday she was dead,” said Andrus.
Her husband Demetric Savoy is charged with killing her in Crowly, Louisiana on May 25th.
Her father says he killed her in front of her two young children.
“I never knew that she was having to be escorted from her job. I never knew she had moved back in with her mother,” said Andrus.
Her mother knew of the violent marriage.
“She told me she was not going back she was tired of getting beat on abused,” said Jacqueline Mouton.
Andrus says it’s time for laws to change.
He’s working with state representative John Stefanski on “Heather’s Law.”
Stefanski says he wants law enforcement to review protective orders to see if crimes were committed.
“If police officers had taken a look at the allegations she was making against the perpetrator, in this case, they possibly could have said look we believe a crime was being committed based on what she said, we’re going to out and conduct a police interview or go out and make an arrest,” said Stefanski.
“That’s something that I’m going to live with for the rest of my life. For her to die a death like that, just brutal,” said Andrus.
Heather’s law will be presented to lawmakers in April of next year.
