RAPIDES PARISH, La. (Alexandria Town Talk)- Glenmora man has been accused of repeatedly raping a child, and the child’s parents have been accused of not reporting it to authorities.

The Glenmora Police Department arrested Troy Lee Carroll, 56, on Jan. 8 on 10 counts of first-degree rape, as well as possession of a legend drug, possession of a controlled dangerous schedule II with intent to distribute and possession of drug paraphernalia.

Carroll and the child’s parents, Lacey Renee Chandler and Gene Dewayne Moras Jr., were arrested again on Wednesday, each charged with one count of trafficking of children for sexual purposes.

Chandler, 34, and Moras, 42, also have been charged with one count each of failure to report the commission of certain felonies.

Carroll remains in the Rapides Parish Detention Center with bond set at $1,106,500.00.

The charges stem from a complaint about possible criminal conduct filed with the department in late December 2018 by the Louisiana Department of Child and Family Services.

“During the investigation and interview of the victim with assistance from the Children’s Advocacy Center, evidence was obtained that supported the initial allegations,” reads a release.

Carroll, Chandler and Moras previously had been arrested by the department based on a separate complaint from the state agency filed in August 2018.

In that investigation, it was alleged that the daughters of Chandler and Moras, 4 and 6 years old, had tested positive for meth. The girls were removed from their home before the complaint was filed with the police department.

At that time, Chandler was pregnant. When she gave birth, that child also tested positive for the drug, according to police.

Chandler was arrested for these new charges while in jail. She has been there since her arrest in October 2018 on the previous charges.

Her total bond now has been set at $137,500.

Moras was arrested in Allen Parish on Jan. 11. His bond has been set at $105,000.

He’s also being held on a misdemeanor Louisiana fugitive warrant, according to jail records.

No court dates have been set for any of the three defendants, but an order of protection has been issued against Carroll to keep him away from the victim.

The investigation is continuing, according to the department.
