Kaplan City Councilman Richard LeBlanc has died after a battle with lung disease.

LeBlanc served as councilman for the past four years. He also owned the store “Walk On Me” in downtown Kaplan.

Kaplan Mayor, Mike Kloesel posted this on Facebook Friday morning.

Funeral arrangements are pending at this time.
