New York has become the first city in the nation to make tampons, panty liners and other menstrual hygiene products available for free to women in public schools, homeless shelters and prisoners, CityLab reports.

The legislation passed on Tuesday (June 21), and the city expects to implement the plan in October.

Putting it in place will require installing 800 dispensers in public schools, providing $540,000 worth of pads and tampons to homeless shelters, and ensuring greater oversight in prisons to make sure their pre-existing policies meet demand, CityLab writes.

Most other states, including Louisiana, continue to tax menstrual products as luxury items – a fact that strikes New York City Council Members Julissa Ferreras-Copeland as particularly unfair.

“No woman ever said getting a period was a luxury,” she told the website.
