A West Monroe man is accused of aggravated crimes against nature and rape following an investigation by the West Monroe Police Department.
According to an arrest report, a sexual assault case was reported to the department on Feb. 2. The complainant in the case said Charles Lowery, 50, was having sex with her 18-year-old sister.
A forensic interview was then conducted at the Child Advocacy Center. The victim said Lowery, a relative, started having sex with her against her will when she was 15.
She said Lowery was giving her Xanax and NyQuil at night and then having sexual intercourse with her. She said the crime happened nearly every night and more than 150 times in West Monroe.
The victim told police said Lowery hit her in the face during an argument on Sunday. The victim was transported to St. Francis Medical Center and treated for a sexual assault on the same day while Lowery was interviewed at Ouachita Correctional Center.
The affidavit states Lowery initially denied having sex with the victim at any time, but then said he had sex with the victim only after she turned 18.
According to the report, Lowery has a criminal history including an arrest for felony carnal knowledge in 1996, probation and parole violations, soliciting prostitutes in 2016 and improper supervision of a minor in 2017.
He is facing charges of third degree rape, aggravated crime against nature and domestic abuse battery connected to this investigation.
Lowery was taken into custody Sunday on additional charges of entry on or remaining on premises after being forbidden and resisting an officer. The report states Lowery showed up at a home and the victim said she did not want him there and he was not to return.
Lowery reportedly stood in the driveway and attempted to argue, so a deputy took him into custody. Lowery reportedly twisted away and was taken to the ground to be placed in handcuffs.
He entered a guilty plea on the trespassing and resisting charge on Tuesday and was sentenced to a $200 fine and 12 months supervised probation.
Lowery hasn’t appeared in court on the sexual assault charges. Total bail has not been set.
